Yes. I damage myself 1|W| then i deal extra damage to the target equal to the damage taken + STR mod

and if u crit? do u deal magic weapon damage on urself too?

No. If i crit, i max out dmg n roll magic dmg as per normal. The effect stay the same. I dun max out the effect roll n i dun suffer/roll extra magic item dmg against myself.

Just for record purposes my level 3 encounter is this:
Ball Lightning Encounter ✦ Arcane, Lightning Standard Action | Area burst 1 within weapon range Target: Each enemy in burst Attack: Int vs. Ref Hit: 2[W] + Int mod lightning dmg. Effect: The burst creates a zone of electrical energy that lasts until all enemies have moved out of it. Any enemy that stays within the zone, or enters it, grants combat advantage.
