no. Domination has been 'nerfed'. As of Errata in January. it does not daze. Instead it allows the controller to control the character for 1 action per turn. inclusive of free actions. powers wise, only at-will powers may be used. A dominated creature can still do minors or standards or move so long as it's 1 action. If a minor action would dismiss a summon/conjuration. It can be utilised. This also means a dominated creature cannot tell its friends s/he is dominated. Neither can it drop a weapon for free action and then curse and swear at its friends as free action or make use of any free action equipment. It makes it more balanced

Rage of Vengeance (Level 5 Daily)
Harnessing the power from the scar, Rex vent his anger and vengeance on his enemy.
Daily*Primal, Rage, Weapon Standard Action Melee Target: 1 Creature Attack: Strength vs AC Damage: 3|W|+Strength modifier damage Miss: Half Damage Effect: Harnessing the power from the scar, Rex enter the rage of vengeance. Until the rage end, whenever an enemy hits Rex, Rex does force damage equal to strength modifier to each creature within 5sqaures of him.
(Power is same as barbarian level5 daily, Earth Dragon Rage. I just change the name and the damage type.)

As a free action, the target's wielder can end the effect when he or she hits a creature. That creature is then stunned (save ends).

Hmm How about end one effect that can be saved against. Still managed to keep the intent of the power while making sure it doesn't get too overpowered later on.

Static Attract/Repulse (kAI Utility ?) kAI generates static electricity, channeling it to push or pull to his advantage in combat Encounter ✦ Arcane, Lightning Special Range 5 Move Action - Effect: You pull or push the target 2 squares. Standard Action 1 - Effect: You slide a non-animated object of no more than 60lbs(~30kg) 5 squares. Standard Action 2 - Effect: You pull a creature's weapon away into an adjacent square.
Trying for the force push and force pull. might be too over powered for level 2 utility. Edit and let me know. would like to have this power as either level 2 or level 6 utility.
But how the power works is I can choose which type of action I would like to use when using the utility power. Note: Standard Action 1 - the object can be used to damage a creature using the limited damage expression in DMG. can be a chest or a chandelier etc.

Lets see~ I really wouldn't mind taking 'canon of avoidance' as my utility, but something like this would be cool too...
Refer to Paladin utility 2 "Call of Challenge" for comparison...
Utility 2 Marksman's Challenge At-Will *Divine, Ranged Weapon Minor Action - Ranged Weapon Target : One Creature Effect : Target is effected by your Divine Sanction until the end of your next turn.
Nerfs I wouldn't mind...: Action - Move action would also be fine... Range - Should be at least 10... Encounter instead of At-Will - BUT not expended if the target triggers the sanction
Note it is ranged not "one creature in burst", so it provokes OA's unlike divine challenge/call of challenge
