Players may create 1 x Character Feature Power.
Such a power may be Utility, Encounter or Daily. It may not be At-Will. The power must serve to fit the role-play background / personality / characteristic of the player's character.
Powers created must take an existing powers slot. Players have to replace their powers due to such. Class feature and Racial feature powers may not be replaced. (Basically it's retraining an existing re-trainable power)
Player Created Powers are known as (CFP) Character Feature Powers and they are level dependant. No learning of a Level 2 Encounter power if the CFP is level 3.
Players may choose to scrap their Level Z Character feature Power in favour of a Level X Power when they reach Level X. Z and X are two different levels.
The scrapped power may NEVER return back into the game. Not even via retraining.
CFP are all subject to the DM's approval/amendments.
